*Post meeting note: Following concerns raised by committee members about the nature of the application being to allocate a series of awards the committee questioned whether the application was within the remit of the call. The decision was made in the meeting for the committee to score on scientific merit whilst NETSCC fully investigate the remit queries. NETSCC reviewed this and confirmed to the chair and DHSC that the proposal did not meet the advertised call specification and guidance where the the limit permitted for commissioning of research and making funding allocations through the NIHR award was limited a maximum of 5% of the total award funding. The Chair approved the findings. The application was therefore approved as being out of remit and the final Outcome decision was revised from a recommendation of fundable to Decline.

Members who were not conflicted on any applications from phase 1 and phase 2 were invited to review the final rank list. Applications of 3.5 and above were considered fundable and were recommended to be sent to the DHSC for approval. A combined list comprising fundable applications from phase 2 and those held over from phase 1 would be combined into a single ranked list and shared with DHSC for a final decision on the funding threshold.
